John, that’s a rather disingenuous answer. The GPO interpretation of the law (which is what selectives have to follow) is that the regionals get first refusal rights. If we accepted their view on this issue, the Centers of Excellence can still be what we want them to be. The few documents that regionals would take compared to the universe of government publications isn’t worth all of this angst.

Superintendent of Documents Mary Alice Baish has responded to the October 21st letter from ASERL to GPO. Her letter of November 4th is available on the ASERL website at: http://www.aserl.org/wp-content/uploads/2011/11/Letter-ASERL-FINAL-20111104.pdf.

 

Her e-mail message transmitting the letter is included below. The letter was sent as an attachment to her response to my message to Robin Haun-Mohamed (copied to her), sharing the announcement about the new feature in the disposition database to provide e-mail notification to Regionals when one of their Selectives posts offers.

 

Neither the letter nor her e-mail message address meeting with ASERL to discuss the Implementation Plan and seek resolution of these issues, but ASERL is continuing to seek such a meeting with her, the Public Printer and the GPO General Counsel.

Dear Judy,

Thank you very much for providing us with the update about the new feature
to the ASERL disposition tool. During the Fall Depository Library Council
Meeting & FDLP Conference, we were told that the disposition tool had been
enhanced to allow regional libraries to review materials offered by their
selectives at the same time as the Center of Excellence libraries. As we
note in the attached letter, this is a welcome change and a step in the
right direction. I can fully appreciate the enthusiastic reaction from the
ASERL regional librarians to the new e-mail notification feature.

The attached letter was mailed to you yesterday morning and was also
delivered to The Honorable Gregg Harper, The Honorable Charles E. Schumer
and The Honorable Bill Nelson.

I had mentioned recently that we were adding this feature to the disposition
database and wanted to let you know that it is going live tonight. We have
already received enthusiastic response from several of the ASERL Regional
Documents Coordinators.

Regional Documents Coordinators can view offers posted by their Selectives
as soon as they are live and, with the new e-mail notification, they don't
have to randomly check for offers from their Selectives in order to provide
oversight of the disposition process.

As noted below, the LibGuide is being updated to document this new feature.

Please let me know if you have any questions, or comments, about this new
feature.

Notification to Regionals

 

Jan Swanbeck recently suggested that it would be
useful to the Regionals if you could receive an e-mail notifying you
whenever one of your Selectives posted an offer in the disposition database.
That would alert you so you could, if you wish, sign on to review the offer
and it should eliminate the necessity for signing on just to see if any
offers have been posted by your Selectives.

Winston has done his usual magic and has quickly implemented this new
feature. The e-mail will be generated from the nightly job (around
midnight).  It will inform each Regional about the offers from their
Selectives which were submitted during the prior 24 hours. So you may
receive an e-mail tomorrow if an offer was posted by one of your Selectives
today. Otherwise you will start receiving the e-mails whenever a Selective
in your jurisdiction next posts an offer.

The LibGuide is being updated to document this additional feature.

This is part of our efforts to ensure that the database supports Regional
responsibilities for oversight of the disposition process of the Selectives.
